The construction of the new library in 1964 was made possible through the assistance of 8th District Congressman, Carl Vinson, a close personal friend of library director Elizabeth Moore.  Cong. Vinson, who had served more than a half century in Congress, persuaded the Congress to include a construction grant, making the Dublin library one of the first Federally funded county libraries in the United States.
